Palmetto GBA Railroad eliminating Dial-up Connection August 1, 2015

Benjamin Franklin is credited with saying "In this world nothing can be said to be certain, except death and taxes". To paraphrase, change is inevitable, and in this industry, if you don’t like change, you are going to have a hard time. Insurance companies often change the rules, and Palmetto, it would seem, is no exception.

Palmetto has announced they are terminating the dialup connection they have offered for decades as of July 1st, 2015. While we here at PSS can certainly understand the desire to renounce the hassles of a technology that has essentially remained unimproved since the 1983 movie "War Games", the down side is that Palmetto has followed in the footsteps of many other Medicare intermediaries and instead of offering a robust secure alternative like SFTP, they have offloaded the work onto third party companies called "Network Services Vendors (NSVs)".

The role of a network services vendor is to take your claim files from Validator and send them to Medicare, then take Medicare’s reports and get them back to you. This is done over a secure high speed internet connection, which should offer a vast improvement in the difficulty you experience getting claims to Medicare. The problem is, these network services vendors charge you to use their service. What this move does is takes the burden and cost of supporting the connectivity Palmetto offers for claims and places it square on the shoulders of small offices and medical clinics such as yourself. Network service vendors charge anywhere from $30 to $50 a month for this connectivity, so the claims you have been able to submit for free for over a quarter century will now have a cost associated with them.

While some of the functionality of an NSV is similar to that of a clearinghouse such as sending claims and getting response reports, that is where the similarities end. NSVs offer connectivity only to Medicare, while clearinghouses like Trizetto offer connectivity to thousands of payers. In addition, clearinghouses offer additional service in the form of improved reporting and claim tracking, reimbursement analysis, error checking, batch and instant eligibility, ERA files, and so much more. For most offices, this means it makes more sense to use Validator with a clearinghouse than to use it with an NSV.
